On 18.06. 2019 in the Regional Administration of Bourgas was held the eighteenth session for cases work of District DI Coordination Mechanism, with the chairperson Mrs. D-r Sevdalina Tourmanova – Deputy Regional Governor.
The session was attended by 16 representatives of institutions, members of the District DI Coordination Mechanism, engaged in work with children at risk at municipal and district level.
The session started with discussion and resolution of 2 cases, at the suggestion of the heads of CPD Karnobat and Sozopol. The first case is for a 5-month-old child with a mother from another country who, with her biological father, goes to Germany with the idea of working there and sending money to the child, and the child – a foreign citizen is placed to the close relatives of a father – who is Bulgarian. In the family there are 2 children at 5 and 10 years old, the expenses of raising children is large and it is quite difficult, the adults do not work, the money is not enough, there is a risk of abandoning the child. The DDICM’s members offered several options for family support – the diapers, milk and clothes (from donations) will be provided from the Hope and homes for children – Bulgaria, Bulgarian Red Cross will provide food for the family, CPD Karnobat will ask SACP for help in order to clarify the status the child who has a birth certificate, but no Unique civic number. The family can also receive social service from the Community support Center in Karnobat.
On the second case, a mother of 21, with a first child placed in a foster family and a second child of 3 months, with who was accommodated in the “Mother and Baby unit” in April this year in Shumen with the idea to be assisted to receive support for the child from care specialists, as well as to improve the parental capacity of the mother. However, due to maternal illness and inability to deal with parental care and lack of parenting skills, despite the assistance and support received, there is a need to look for a foster family for the child.
At the end of the session, the President of Zonta Club in Bourgas shared an idea in the autumn to organize a round table to discuss the issues related to early marriages and their consequences, and Mrs. Tourmanova invited the DDICM’s members to a National Forum on Social Services, Interinstitutional Partnership – Challenges and Good Practices “on 4-5 July in Bourgas, where she will present the model for work of DDICM as a successful practice for 4 years in Bourgas region, initiated by Hope and homes for children – Bulgaria.
