Raising adolescents in a non-family environment harms children not because of the buildings in which they are housed, but because of the human relationships they cultivate. Institutional relations are governed by a set of administrative procedures and a strict internal order, not by the obligatory for human development and individual relationship of trust, similar to the relationship that each person has in his family.
The imposed rules and controls – the work of shifts, lack of personal space and secure attachment have a negative impact on everyone – both consumers and professionals working in institutions.
Hope and homes for children – Bulgaria we are convinced that deinstitutionalisation should continue to be thought of as a process that requires special planning. A comprehensive concept is needed to complete the process, which has a time horizon of 2025.
For us, the best opportunity to develop such a concept is provided by the update of the Action Plan for the implementation of the National Strategy “Vision for the deinstitutionalisation of children in the Republic of Bulgaria”.
